Rose was an apothecary and medical practitioner who challenged the authority of the Royal College of Physicians. The legality of Rose practicing medicine, despite only being an apothecary, was extensively debated by the Royal College of Physicians, but in 1704 the House of Lords granted apothecaries the right to practice medicine in London. The Society of Apothecaries later contested the judgment in the House of Lords (Harold J.
