Fuller did not write earlier because he was waiting for information from George Lake, a surgeon who performs inoculations. Fuller discusses smallpox inoculation. Thomas Fuller (1654-1734) was a physician. He was admitted Extra-Licentiate of the Royal College of Physicians in 1678/9 and practiced medicine at Sevenoaks, in Kent (http://munksroll.rcplondon.ac.uk/Biography/Details/1677).
